Health care is a human right. But without insurance coverage, you cannot exercise that right. The future of the health-care system must enhance care quality, increase affordability, and improve access to life-saving services and treatment options. The role of future federal programs is discussed in chapter 1. Private health insurance is the most common form of health coverage in the United States. Chapters 2 and 3 focus on plans offered by private-sector employers and plans sold by private health insurers directly to consumers.
